Missouri Incumbent Worker Training: How to Get Reimbursed for Upskilling

Missouri has no single statewide incumbent worker grant for most employers. You have two routes. Local workforce boards can fund WIOA incumbent worker training for current employees, with you paying a share set by company size. Missouri One Start funds job retention training for larger employers that invest in new technology or face relocation risk. Boards are told to steer employers toward One Start first and not to duplicate its funds.

WIOA Incumbent Worker Training through your local workforce board

Employer pays 10% to 50% by size

WHAT YOU GET

Training funded for current employees, to avert layoffs or help workers keep their jobs and move up.

HOW MUCH

No state-set dollar cap. Employer share by size (St. Charles County policy): at least 10% for 50 or fewer employees, 25% for 51 to 100, 50% for more than 100. Boards may use up to 20% of Adult and Dislocated Worker funds.

WHO RECEIVES THE MONEY

The employer. In St. Charles County the employer is paid after the wage increase is documented.

WHO QUALIFIES
  • The trainee must be employed, 18 or older, and have 6 months or more of history with you (a cohort can qualify if most meet this)
  • Training must be for current employees, not for a new hire's job training
  • Local policies add rules: pay or benefit increase within 60 days, targeted sectors, in-kind match
Before you start: Yes. The board needs OWD central office approval and a signed program agreement before training.
HOW TO APPLY

Missouri One Start Job Retention (Retained Jobs) Training

For employers with 100+ full-time staff
ONGOING, SUBJECT TO APPROPRIATION
WHAT YOU GET

Retraining or upgrading of skills for full-time employees in retained jobs, funded in part by a retained jobs credit from your state withholding.

HOW MUCH

The retained jobs credit is 2.5% of gross wages for the first 100 jobs and 1.5% for the rest, until training costs are paid. No fixed award size is published.

WHO RECEIVES THE MONEY

Training costs are paid through a community college district's project fund under your agreement. The One Start site says companies are reimbursed for approved training once paid invoices are received.

WHO QUALIFIES
  • At least 100 full-time employees at the project facility in the prior calendar year
  • New capital investment of more than five times the award over two years
  • Plus new technology needing skills upgrades, a border-county relocation risk, or a state-determined relocation risk
  • Excluded: gambling, store-front retail, food and drinking places, public utilities, and other listed industries
Before you start: Yes. A notice of intent and agreement come first. The state has 14 days to approve or the project is deemed approved.

St. Charles County region

Employer must guarantee a pay or benefit increase within 60 days and give in-kind match such as trainee wages. Trainees need six consecutive months at 32+ hours a week.

Workforce Development Board of North Missouri

OJT and incumbent worker placements require the employer to be in the board's priority sectors, and the board may reject any application.

What gets Missouri IWT claims denied.

  • Using IWT to train a new hire. IWT covers current workers only.

How much must I put in?

Federal rules make the employer pay the non-federal share. The St. Charles County board sets it at 10%, 25% or 50% of cost by employer size. Other boards may differ.

Does Missouri have a state incumbent worker grant?

Missouri One Start retained jobs training is the state route, but it is limited to larger employers that invest in new capital. Smaller employers go to WIOA IWT through local boards.

Do my workers have to be WIOA eligible?

No. Incumbent workers do not have to meet Adult or Dislocated Worker eligibility unless they are also co-enrolled in those programs.

Can I get both One Start and board IWT money?

Not for the same training. Boards must tell OWD and flag any employer already in One Start so duplicate plans are not approved.
