South Carolina Incumbent Worker Training: How to Get Reimbursed for Upskilling

South Carolina Incumbent Worker Training (IWT) is a WIOA reimbursement grant run by each local workforce board. It pays part of the cost of training for workers you already employ, such as tuition, books and course materials. You pay a share of 10%, 25% or 50% depending on location size. Funding is competitive and limited, and costs before the board approves your application are not covered.

Local and Statewide Incumbent Worker Training (WIOA)

Reimburses training costs after you pay your 10% to 50% share

WHAT YOU GET

Reimbursement of the federal share of training registration, textbooks or manuals, and training materials.

HOW MUCH

You pay at least 10% (location with no more than 50 employees), 25% (51 to 100) or 50% (over 100). Your share can be cash, in kind, or wages paid to workers during training. State policy dates from April 2021; confirm the current version with your board.

WHO RECEIVES THE MONEY

The employer, reimbursed after training is completed. The training provider is paid by you first.

WHO QUALIFIES
  • South Carolina for-profit or non-profit business with at least one full-time employee besides the owner
  • Current on all state tax obligations and registered in SCWOS
  • Workers employed 6 months or more, as W-2 employees (not staffing agency or 1099)
  • Training by an outside provider, not your own staff
  • Government employers and training providers are not eligible
Before you start: Yes. Costs before the approval date are not reimbursable, and training should not start before the agreement is signed.
HOW TO APPLY

  2. 2Attach course descriptions and the list of employees to be trained
  3. 3Wait for the award and signed agreement, then train

Deadlines and windows: Set by each board. Funding is competitive and limited. Boards can use up to 20% of their Adult and Dislocated Worker funds for IWT.

Midlands Workforce Development Board (Fairfield, Lexington, Richland)

Its 2026 cycle closed Sept 11 for training starting no sooner than Oct 30 and ending by March 1, 2027. Requires an employer match; skills-based training only.

Lists a WIOA state-funded IWT application on its employer page. It says IWT is not for routine safety refreshers such as First Aid, CPR or OSHA.

Is there a state IWT program separate from my local board?

Yes, in part. State policy covers both local IWT (WIOA local funds) and statewide IWT (Governor's reserve funds). Local boards run the applications; Trident lists a state-funded IWT application on its page.

What share of training cost do I pay?

At least 10% for a site of 50 or fewer employees, 25% for 51 to 100, and 50% for more than 100. Wages paid during training can count toward your share.

Can I use IWT if I also use readySC?

Possibly. Businesses served by readySC may qualify as long as the training funded is not a duplicate of another funding source.

Is IWT guaranteed if I qualify?

No. Awards are competitive. Boards weigh credentials earned, pay increases, employer size and cost per trainee.
