Washington Incumbent Worker Training: How to Get Reimbursed for Upskilling

Washington has no separate state fund for incumbent worker training. It is a WIOA option that each local workforce development council chooses whether to run, so terms vary. State policy sets your cost share at 10%, 25% or 50% by employer size, and workers need 6 months with you. As of September 2026, PacMtn and Snohomish list funds, and South Central is closed. JSP, through a college, is the other route for current staff.

WIOA Incumbent Worker Training (IWT) through your local workforce development council

Employer share 10% to 50% by size
THROUGH YOUR LOCAL BOARD
WHAT YOU GET

Funding for the federal share of training for your current employees. Your required share depends on your size.

HOW MUCH

Your share is at least 10% of the cost (50 or fewer employees), 25% (51 to 100) or 50% (over 100). Snohomish advertises up to 90% reimbursement, $60,000 per business and $6,000 per trainee. PacMtn listed $100,000 available as of September 2026.

WHO RECEIVES THE MONEY

Depends on the board. Some pay the training vendor directly. Where you buy the training yourself, the board reimburses you the WIOA share.

WHO QUALIFIES
  • Workers are employed, meet the FLSA employer-employee test, and have 6 months or more with you (51% of a cohort is enough)
  • Workers' jobs are in demand locally
  • Your industry is in-demand or in-balance, or declining with a case for long-term viability
  • Current on unemployment insurance and workers' compensation taxes
  • No layoffs within 120 days to relocate to Washington from another state
Before you start: Yes. Boards fund preapproved training costs under an agreement. Do not buy training first.
HOW TO APPLY

Job Skills Program (JSP) retraining and upgrade projects for current staff

$1 for $1 match, through a college
ANNUAL ROUND, FY27 DEADLINE PASSED
WHAT YOU GET

In-kind: college-run training for current workers, with state money covering half of the cost.

HOW MUCH

Dollar-for-dollar match. Up to $600,000 per company per fiscal year.

WHO RECEIVES THE MONEY

The college receives the grant from SBCTC. You match the grant and receive the training.

WHO QUALIFIES
  • Retraining: you show it is needed to prevent dislocation
  • Upgrade: open to all levels of staff, and finishers are eligible for promotion or pay increases under your policies
Before you start: Yes. The college applies and SBCTC approves first.

Workforce Snohomish (Snohomish County)

Up to 90% reimbursement of preapproved training costs, up to $60,000 per business and $6,000 per trainee. Your wages during training can count toward your match. Funding is contingent on availability.

Does Washington have its own state incumbent worker grant?

Not that this review found. IWT here is WIOA money, and each local board decides whether to offer it. SBCTC's Job Skills Program also trains current workers, but through a college.

Can paid time in training count as my share?

Boards differ and state policy is inconsistent. Policy 5607 says wages can be part of the share, then says WIOA cannot pay incumbent wages. Snohomish and PacMtn both allow properly documented wages as match. Confirm with your board.

Who decides how much money my county has?

The local council. Boards may reserve up to 20% of their WIOA adult and dislocated worker funds for IWT, and most set their own caps and application windows.
