Wisconsin Apprenticeship Tax Credits and Employer Incentives Explained

Wisconsin Registered Apprenticeship is run by the DWD Bureau of Apprenticeship Standards. The main direct payment to sponsoring employers is the Apprenticeship Completion Award Program: a reimbursement of related instruction tuition, up to $1,000 or 25%, whichever is less, and funding is first come, first served. Early childhood educator apprenticeship sponsors can get reimbursement, but DWD publishes no amount. Youth Apprenticeship grants go to school-led consortia, not to employers. Boards can also write WIOA OJT contracts with apprenticeship sponsors.

Apprenticeship Completion Award Program (ACAP)

Partial reimbursement of related instruction tuition you paid for a registered apprentice.

HOW MUCH

Maximum of $1,000 or 25% of tuition, whichever is less, including any year-one amount. Up to $250 at the one-year anniversary.

WHO RECEIVES THE MONEY

Whoever paid the tuition, the apprentice or the sponsor (employer). Sponsors request it electronically.

WHO QUALIFIES
  • Year one: apprentice is active and in good standing at the one-year anniversary
  • Completion: apprentice finishes and is employed in the trade
  • Apprentice must not be delinquent on child support
  • Public sector apprentices and sponsors are excluded by law

Wage reimbursement for the on-the-job part of a registered apprenticeship; boards may also pay related classroom instruction through individual training accounts.

HOW MUCH

Up to 50% of wages, 75% with documented factors, and up to 90% for employers with 50 or fewer employees under a DOL waiver to June 30, 2028, if local policy allows.

The sponsor or employer, by reimbursement.

  • Apprentice must be WIOA eligible
  • If already employed, the OJT employed-worker rules also apply

Youth Apprenticeship grants (school-led consortia)

$1,100 per youth apprentice, paid to the consortium
AWARDED FOR 2026-27
WHAT YOU GET

A pipeline of high school youth apprentices placed by the consortium. Grant funds run the local program.

HOW MUCH

Requests are limited to $1,100 per youth apprentice served, and a grantee must serve at least 25 students. Total 2026-27 awards: $13,449,700.

WHO RECEIVES THE MONEY

The consortium (school districts and partners such as CESAs, colleges and employers). Employers do not receive a cash grant.

  • Consortia need at least 25 students

Is there a state tax credit for apprentices?
