Illinois Customized Training Grants: A Practical Employer Guide

Illinois customized training runs through WIOA, not a separate statewide grant. It is a service that your local workforce board buys for a specific employer, with your commitment to hire or keep the trained workers. State policy says you pay at least 50% of the training cost, and the board decides the exact share and whether it is cash or in-kind. Boards publish their own selection rules, so call yours first. A separate DCEO grant, ETIP, pays up to 50% of training for companies with certain state incentive agreements.

You pay at least 50%; board covers the rest
THROUGH YOUR LOCAL BOARD
WHAT YOU GET

Board funds for training built around your needs: instructor wages, curriculum, textbooks, equipment, manuals and supplies. Trainee wages and benefits are not paid.

HOW MUCH

You pay not less than 50% of the training cost. Trainee wages during training can count toward your match, but other grant money cannot.

WHO RECEIVES THE MONEY

Your company or the training provider, under a contract with the local board.

WHO QUALIFIES
  • You commit to employ, or keep employing, workers who finish the training
  • Trainees meet WIOA Adult or Dislocated Worker eligibility, and employed trainees must have an employer-employee relationship with you
  • No debarment, no state tax debt older than six months, and no unpaid state fines
  • No layoffs in the same field unless the training prevents more layoffs
Before you start: Yes. The board must have your commitments and a signed training contract before training starts.

Can I train workers I already employ?

Yes, in some cases. Contracts may cover unemployed and employed workers when the training involves new technology, new procedures or upgrading to new jobs, and your board's wage rules are met.

Can several employers train together?

Yes. A board may contract with an employer consortium. If the consortium is a legal entity, it can pay the match for the group.

How is this different from incumbent worker training?

Incumbent worker training sets your match at 10%, 25% or 50% by company size. Customized training sets the match at 50% or more and requires a hiring or retention commitment.

Is there a state grant instead?

DCEO's ETIP Single Company Grant pays up to 50% of training costs, but only for companies with an active REV, EDGE or MICRO agreement.
