Illinois Incumbent Worker Training: How to Get Reimbursed for Upskilling

Illinois employers get current-staff training paid for mainly through WIOA Incumbent Worker Training, run by the local workforce board for your area under state (DCEO) rules. The grant reimburses training costs, and you cover a match of 10% with 50 or fewer employees, 25% with 51 to 100, or 50% above 100. Larger projects can use DCEO's ETIP Single Company Grant, open on a rolling basis, which pays up to 50% of training costs but only for companies with an active REV, EDGE or MICRO incentive agreement.

WIOA Incumbent Worker Training through your local workforce board

Public share of training costs; you match 10% to 50%
THROUGH YOUR LOCAL BOARD
WHAT YOU GET

Reimbursement of training costs such as instructors, tuition, materials and certification fees. Trainee wages count toward your match but are not reimbursed.

HOW MUCH

Your match: at least 10% (50 or fewer employees), 25% (51 to 100) or 50% (over 100). No statewide cap; boards set their own.

WHO RECEIVES THE MONEY

Your company, under a contract with the local board.

WHO QUALIFIES
  • Training must help avoid layoffs or build skills that lead to promotions
  • Workers are your employees under federal wage law
  • The usual 6-month employment rule is waived for incumbent worker training through June 30, 2028
  • No funding within 120 days of a relocation that cost jobs
Before you start: Yes. The project goes into the state's Incumbent Worker Tracking System and the agreement is signed before any costs count.
HOW TO APPLY
  1. 1Contact your local workforce board and ask for incumbent worker training
  2. 2Complete the local application; the board enters it in the state system
  3. 3Sign the employer agreement (trainer, dates, cost, match), then train
  4. 4Report results within 45 days after the project ends

WHAT YOU GET

Up to 50% of the cost of structured training for full-time Illinois employees.

HOW MUCH

Awards of $150,000 to $10,000,000 from a pool of about $24.8 million (about 7 awards); grant period December 15, 2025 to August 31, 2027.

WHO RECEIVES THE MONEY

Your company, reimbursed after the grant agreement is signed.

WHO QUALIFIES
  • An active Tier II REV, EDGE or MICRO agreement with the state
  • Full-time Illinois employees only (no part-time, seasonal or contract staff)
  • Registered in the state grant portal (GATA) and SAM.gov
  • Nonprofits, retail, restaurants and government are excluded
