Massachusetts Incumbent Worker Training: How to Get Reimbursed for Upskilling

Massachusetts pays for training current employees through the Workforce Training Fund Program at Commonwealth Corporation. The Express Program reimburses up to $15,000 a year for small employers (100 or fewer Massachusetts employees). The General Program gives $10,000 to $200,000 to any size employer for a larger custom plan, with a dollar-for-dollar match that is usually met by paid trainee wages. Both pay for the training provider's fee only, not wages. No separate WIOA incumbent worker program was confirmed on a Massachusetts page.

Workforce Training Fund Express Program

Up to $15,000 a year, 100% of course cost for 100 or fewer employees

WHAT YOU GET

Reimbursement of up to 100% of an approved course's cost for employers with 100 or fewer Massachusetts employees. The state's own page gives the same 100% rate for 51 to 100 employees as of April 1, 2026 applications.

HOW MUCH

Up to $15,000 per company per calendar year, $300 per instructional hour and $3,000 per employee per course. Any cost above those caps is yours. A city page (Lowell) still lists an older $30,000 cap; the Commonwealth Corporation guidelines are newer and control.

WHO RECEIVES THE MONEY

The employer, by reimbursement after the training is delivered and paid. Training is bought from a provider listed in the Express course directory.

WHO QUALIFIES
  • 100 or fewer Massachusetts W-2 employees
  • Pays into the Workforce Training Fund (all for-profit employers do)
  • Trainees are your own full-time or part-time payroll employees, working in Massachusetts
  • Certificate of Good Standing from the Department of Revenue, DUA Certificate of Compliance and a signed W-9
  • Course must be on the Express course directory
Before you start: Yes. Training may not begin before the service agreement start date, which is set 21 days after you apply.
HOW TO APPLY
  1. 1Pick a course from the Express directory and confirm price and dates with the provider
  2. 2Apply online with your DOR and DUA certificates and W-9
  3. 3Train after the start date, then send the invoice, proof of payment and trainee list for reimbursement

Deadlines and windows: Apply at any time. Each service agreement runs 1 year. Course start must be within 6 months of applying, and all training is finished within 12 months of the start date.

Workforce Training Fund General Program

$10,000 to $200,000 with a $1-to-$1 match

WHAT YOU GET

A competitive grant for larger, customized training plans with a provider of your choice. Cash advances of 25% steps are common after contracting, per the program FAQ.

HOW MUCH

$10,000 to $200,000 per grant (the cap rose from $125,000 for applications received April 1, 2026 or later). $1-to-$1 match. Maximum $300 per instructional hour and an average of $3,000 per participant. Consortium grants add up to 10% for administration (up to $20,000).

WHO RECEIVES THE MONEY

The employer (or the lead of a consortium). Funds pay the training provider's fee; the employer's match is mostly the trainees' paid wages.

WHO QUALIFIES
  • Any Massachusetts employer size that pays into the fund; for-profit employers and non-profits on the contributory method
  • No government entities; non-profits on the reimbursable method are not eligible
  • Two full years of financial statements and financial viability
  • In full compliance with DUA, the Department of Industrial Accidents and other Commonwealth obligations
  • One year must pass after closing a prior General Program grant
Before you start: Yes. Training may only begin after the grant is awarded and the contract is signed. Costs before the contract period are not paid.
