New Jersey Apprenticeship Tax Credits and Employer Incentives Explained

New Jersey backs Registered Apprenticeship with a competitive NJDOL grant (GAINS) that can reimburse up to 50% of a new apprentice's wages, capped at $12,000 each. A state tax credit pays up to $5,000, or $10,000 in key industries, toward first-year start-up costs. WIOA OJT through your county board can also help. Growing Apprenticeship in Nontraditional Sectors (GAINS) grant (NJDOL)

Up to 50% of apprentice wages, $12,000 max each
OPEN, COMPETITIVE (APPLICATIONS DUE DEC 4, 2026)
WHAT YOU GET

Up to 50% of a new apprentice's hourly wage for up to 52 weeks, plus support for classroom instruction (RTI) and program start-up costs.

HOW MUCH

Wage support up to 50% of wage, capped at $12,000 per apprentice and 40 hours a week. Proposals should average no more than $12,000 per person served. Round 1 pool: $6,000,000.

WHO RECEIVES THE MONEY

The grantee: an employer, sponsor, association, school or other eligible entity running a Registered Apprenticeship program. Awards are paid by cost reimbursement.

WHO QUALIFIES
  • Employer based in New Jersey or with a New Jersey presence, or another listed entity such as a trade association, union or college
  • New or expanding program registered with the U.S. Department of Labor
  • Apprentices must be New Jersey residents, full-time, and paid at least $18.00 an hour at hire (exceptions need a written justification)
  • Apprentices must be registered after the contract period starts; apprentices cannot be charged fees
  • Front-loaded classroom instruction before employment is not allowed
Before you start: Yes. This is a competitive grant. Costs count only inside the contract period, expected Feb 1, 2027 to July 31, 2028.

  1. 1Attend a technical assistance workshop (Oct 22 or Nov 10, 2026)

  3. 3Submit the application with budget, program design and a sustainability plan
  4. 4If funded, sign the contract, register apprentices, and bill by cost reimbursement

NJ Apprenticeship Start-Up Tax Credit (Corporation Business Tax)

Up to $5,000 credit, $10,000 in key industries
ONGOING, CAPPED STATEWIDE
WHAT YOU GET

A credit of up to $5,000 of qualified start-up costs in the first year of a registered apprenticeship program, and up to $10,000 if the program is in a key industry such as manufacturing, construction, healthcare, logistics, pharmaceuticals, transportation, tourism or renewable energy.

HOW MUCH

$5,000, or $10,000 for key industries. No carryforward, so the credit can only reduce tax in the year allowed. The law caps all approved credits statewide at $1,000,000 per fiscal year, so approval can wait for the next year.

WHO RECEIVES THE MONEY

The employer, as a credit against New Jersey Corporation Business Tax. No cash is paid out.

WHO QUALIFIES
  • New Jersey taxpayer that sponsors a program registered with the U.S. Department of Labor
  • At least one apprentice enrolled before you seek approval
  • Documented start-up costs from the first year of the program, including salaries of staff working on it
  • Costs already used for another credit or incentive do not count
Before you start: Yes. You need written NJDOL approval, then file Form 330 with your CBT return.
HOW TO APPLY
  1. 1Confirm your apprenticeship is registered and has at least one apprentice
  2. 2Apply to NJDOL through its online tax credit application
  3. 3After approval, complete Form 330 and file it with your CBT-100 or CBT-100S
  4. 4Keep a cost report; NJDOL and Taxation can ask for it

FY2027 Round 1 pool: $3,000,000, paid to providers.

WHO RECEIVES THE MONEY

A pre-apprenticeship provider. You are the Registered Apprenticeship sponsor partner that commits to hire its graduates.

WHO QUALIFIES
  • Provider has a documented partnership with at least one Registered Apprenticeship sponsor
  • Sponsor commits to hiring from the program within 18 months of the contract start
Before you start: The provider applies; you sign on as the partner sponsor.

Can my current employees be apprentices?

For the GAINS wage incentive, only apprentices registered after the contract starts qualify. The state says sponsors may enroll current employees in the program itself.
