New Jersey Customized Training Grants: A Practical Employer Guide

New Jersey's customized training program is the Opportunity Partnership Grant. NJDOL pays a training provider to train unemployed or dislocated workers for your openings, and you commit to interview and hire graduates. You do not receive the grant money. It is a provider-led grant, with FY2027 applications due Nov 18, 2026.

WHAT YOU GET

A training program built around your job openings. You help design the curriculum, interview and choose trainees, and hire graduates. Training costs are paid by NJDOL to the provider.

HOW MUCH

Up to $300,000 per award, up to 30 trainees, up to $10,000 per trainee. Statewide pool for FY2027: $3,000,000. Paid to the provider in four 25% steps: start, midpoint, completion, job placement.

WHO RECEIVES THE MONEY

A training provider (college, approved private career school, ETPL provider or a workforce board using a provider). You are the named employer-partner. You receive trained hires, not cash.

WHO QUALIFIES
  • The provider applies; you supply a signed letter of need on company letterhead and a job description
  • Trainees are unemployed or dislocated workers referred by a New Jersey One-Stop Career Center; they cannot self-enroll
  • You intend to hire graduates full-time and keep them at least six months
  • Expected wage of at least $20.00 an hour, or a comparable in-demand rate
Before you start: Yes. NJDOL calls each named employer to confirm its role before the application goes to panel review.
HOW TO APPLY
  1. 1Find a training provider planning an OPG application, or ask a college or ETPL provider to apply with you
  2. 2Give the provider a letter of need and job analysis
  3. 3The provider gets a local workforce board letter of support and applies in IGX
  4. 4If funded, interview One-Stop referrals and hire graduates

Does the employer get money?

No. NJDOL pays the provider, in 25% steps for start, midpoint, completion and job placement. Your benefit is trained candidates and a say in the curriculum.

Use UPSKILL: NJ for current employees. It reimburses you up to 50% of training costs.

Is there a federal option?

Federal rules define WIOA customized training as training with a hiring commitment where the employer pays a significant share. New Jersey's published program for it is OPG; ask your county board if it offers a local version.
