Pennsylvania Incumbent Worker Training: How to Get Reimbursed for Upskilling

Pennsylvania's state program is WEDnetPA, which reimburses eligible companies up to $2,000 per employee and $50,000 per company for documented training. For 2026-27 it is limited to five priority industries, and applications opened August 1, 2026. Employers outside those industries can look to WIOA incumbent worker training through their local workforce board, where amounts and cost shares vary: for example, up to $7,500 per worker at SCPa Works.

Run by WEDnetPA (funded by PA DCED, run by Pennsylvania College of Technology and partner colleges) and local workforce boards. Every figure is from an official page, linked on each card.

Up to $2,000 per employee

WHAT YOU GET

Reimbursement of documented training costs for current employees. Training must build skills for their current job or a promotion.

HOW MUCH

Maximum $2,000 per employee and $50,000 per FEIN. Limited to two years in a row or three out of any five years.

WHO RECEIVES THE MONEY

The company, by reimbursement after training is done and documented. Partner colleges help with the application, and the statewide office at Pennsylvania College of Technology decides.

WHO QUALIFIES
  • Company is in an eligible sector and mostly industrial or business-to-business
  • Employee lives and works in Pennsylvania and earns at least $17.31 an hour
  • Employee is permanently employed full-time with healthcare benefits
  • Training runs July 1, 2026 to June 30, 2027
  • Exam preparation is no longer reimbursed
Before you start: Yes, apply and get a contract. Training dates can be back to July 1, 2026, but a training event marked Accepted is not yet approved for payment.

Deadlines and windows: Applications opened August 1, 2026 and are reviewed in the order received, subject to the state budget and funds. Invoices are due within 45 days of each training event.

Partial reimbursement of training for current employees, to retain a skilled workforce or avoid layoffs.

HOW MUCH

Varies by board. Federal rule: employer pays a share of cost, set by law by size (see the local boards below). SCPa Works: up to $7,500 per worker. Bucks: $4,000 per person. Delaware County: $5,000 per employee.

SCPa Works (south central PA)

Up to $7,500 per worker. You pay at least 10% of cost (50 or fewer employees), 25% (51 to 100) or 50% (over 100). No layoffs in the past 120 days.

Reimburses 50% to 90% of third-party training cost, up to $4,000 per person and 20 employees a year. Workers need 6 months on the job and a raise or bonus.

Does WEDnetPA pay me or the training provider?
