How Pennsylvania OJT Reimbursement Actually Works for Employers

Pennsylvania on-the-job training runs through the local workforce boards and PA CareerLink offices under WIOA. You hire an eligible job seeker, sign a contract with your board, and the board reimburses part of the trainee's wages. The federal rule is typically up to 50%, and up to 75% where the board documents why. Boards differ: Bucks pays 50% for up to 6 months or $10,000, while Lancaster pays up to 50% and sometimes 75%.

STRAIGHT ANSWERS

Pennsylvania OJT questions.

How much of a new hire's wages will a board reimburse?

Typically up to 50%, and up to 75% when the board documents why. Each board sets its own rates, and some set dollar caps such as $10,000.

SOURCE: ECFR.GOV
Do I have to prove what the training cost me?

No. The payment is treated as compensation for extra training cost and lower productivity. You do document hours and wages.

SOURCE: ECFR.GOV
How long does an OJT contract last?

Only as long as the trainee needs to become proficient. Lancaster allows up to 1,040 hours. Bucks and Northwest PA allow up to 6 months.

SOURCE: ECFR.GOV
Can I use OJT for someone already on my payroll?

Sometimes. Lancaster says OJT funding can also upskill existing employees. Federal rules allow it in limited cases, and other boards may not.
