Louisiana Customized Training Grants: A Practical Employer Guide

Louisiana has three state routes for customized training. LED FastStart builds and delivers training for you at no cost, but only for eligible new or expanding companies, and it is a discretionary incentive. The Louisiana Works Incumbent Worker Training Program (IWTP) pays a training provider, not you. The WORKS Training Fund reimburses you for approved training. WIOA customized training also exists through local boards, with the employer paying a significant share.

HOW IT WORKS

LED FastStart

No-cost custom training, in-kind

Custom recruitment, pre-hire screening, training design and training delivery, at no cost to an eligible company. This is an in-kind service.

HOW MUCH

No dollar figure published. The page says the service is at no cost to eligible companies.

WHO RECEIVES THE MONEY

No cash. LED's FastStart team designs and delivers the recruiting and training for the company.

  • Project must align with Louisiana's economic development targets in LED's strategic plan

WORKS Training Fund (Louisiana Works)

Up to 80% of training costs

WHAT YOU GET

Reimbursement of approved training costs, including customized training, classroom, on-the-job training and registered apprenticeship.

HOW MUCH

Tiers by size: up to 80% under 100 employees, 70% for 101 to 500, 60% above 500. A one-page summary also lists $1,500 per employee and $150,000 per employer over the life of the grant, so confirm caps with your consultant.

WHO RECEIVES THE MONEY

The employer, as reimbursement after training is done and workers are retained six months.

WHO QUALIFIES
  • Louisiana employer in a targeted industry: construction and industrial trades, advanced manufacturing, skilled trades, AI-enabling and digital infrastructure, data center and critical infrastructure
  • Workers are new hires or incumbents, 17 or older, not in high school
  • Generally two years in business unless approved as a strategic economic project
  • Approved training plan and outcome reporting

IWTP customized training (Louisiana Works)

Training for existing workers paid through a three-party contract with a provider. You do not receive cash and wages during training are not reimbursed.

HOW MUCH

Award size is set per application and scored on a rating form. No flat maximum found in the sources read.

WHO RECEIVES THE MONEY

The training provider. LWC states that all funds are provided to the training provider.

WHO QUALIFIES
  • In business in Louisiana at least three years and contributing to the Incumbent Worker Training Account
  • Current on state unemployment taxes
  • At least 15 people to train, alone or in a consortium of two or more employers
  • Training must keep or create jobs in a labor demand occupation, or prevent likely job loss

Is FastStart cash?

No. It is a no-cost service delivered by LED, and it is discretionary. Only eligible new or expanding companies with a project aligned to state targets are considered.

Can I get IWTP and WORKS for the same training?

Not for the same training. LWC says an IWTP employer may use WORKS only if the training is different and nothing is reimbursed twice. You must report both.
