Louisiana Incumbent Worker Training: How to Get Reimbursed for Upskilling

Louisiana funds incumbent worker training through Louisiana Works. SBET reimburses small employers directly for off-the-shelf training, up to $3,000 per trainee per state fiscal year. IWTP customized training pays a provider for groups of 15 or more. The newer WORKS Training Fund reimburses up to 80% of approved training for new or current workers in targeted industries.

Small Business Employee Training (SBET)

Reimbursement of tuition and required textbooks and manuals for off-the-shelf training of existing employees.

Up to $3,000 per trainee per state fiscal year (July 1 to June 30).

WHO RECEIVES THE MONEY

The employer, reimbursed after training is complete and documents are accepted.

WHO QUALIFIES
  • In business in Louisiana at least three years and contributing to the Incumbent Worker Training account
  • Current on Louisiana unemployment insurance laws
  • 50 or fewer employees per the flyer (the IWTP FAQ says fewer than 15, so confirm)
  • Trainee is an incumbent worker with a Louisiana UI tax liability
  • Training is in a labor demand occupation (STAR rating 3 to 5)
  • Cannot receive customized training and SBET at the same time

IWTP customized training (Louisiana Works)

Training for existing workers delivered by a provider you choose, at the employer site or an institution.

Set per approved application. Providers may add coordination costs up to 10% of program costs. No flat maximum found.

The training provider, under a three-party contract.

WHO QUALIFIES
  • Three years in business in Louisiana, paying into the Incumbent Worker Training Account
  • At least 15 trainees, or a consortium of two or more employers
  • Trainees are on your payroll with a Louisiana UI tax liability
  • Training must prevent job loss or create or retain jobs in a labor demand occupation

WORKS Training Fund (Louisiana Works)

Reimbursement of allowable training costs for new or incumbent workers.

HOW MUCH

Up to 80% under 100 employees, 70% for 101 to 500, 60% above 500. A one-page summary lists a 60/40 payment split, $1,500 per employee and $150,000 per employer; confirm caps with your consultant.

WHO RECEIVES THE MONEY

The employer, in two payments: after training completion and after six months of retention.

WHO QUALIFIES
  • Louisiana employer in a targeted industry (construction and trades, advanced manufacturing, AI and digital infrastructure)
  • Workers 17 or older, not in secondary school
  • Generally two years in business
  • Can use IWTP for different training with no duplicate reimbursement

What is the SBET size limit?

The SBET flyer says 50 or fewer employees. The older IWTP FAQ says fewer than 15 may be eligible for SBET. Both are dated February 29, 2024, so confirm with your regional specialist.

Does IWTP pay my workers' wages while they train?

No. Wage reimbursement during training time is not allowed, and training wages do not count toward your training budget.

What do federal rules say about employer cost share for WIOA incumbent worker training?

Employers pay the non-Federal share of the cost. The amount depends on WIOA section 134 limits and the local area. Louisiana's state IWTP is a separate program funded by an employer assessment.

How is IWTP funded?

By a social charge on employers paid with unemployment insurance tax, which is why only contributing employers qualify.
