Ohio Apprenticeship Tax Credits and Employer Incentives Explained

Ohio's State Apprenticeship Agency is ODJFS, which runs ApprenticeOhio. Its earlier employer reimbursement rounds have ended. Two current options pay employers: the JobsOhio Technician Path, up to $10,000 per worker in a registered apprenticeship or technician degree, and an Ohio income tax credit of the lesser of $5,000 or 15% of wages for a student age 19 or younger in a career-tech work-based learning job. Local boards can also use WIOA OJT with registered apprenticeship sponsors.

JobsOhio Technician Path (registered apprenticeships in approved occupations)

Up to $10,000 per worker in three payments
OPEN, WHILE FUNDS LAST
WHAT YOU GET

Cash for each worker who enrolls in an approved technician training program or registered apprenticeship. You may spend it on wages, tuition, lost supervisor time, recruiting or administration.

HOW MUCH

Up to $10,000 per worker: $1,000 at enrollment, $4,000 at an approved milestone, $5,000 at completion of a two-year degree or registered apprenticeship. Milestones 2 and 3 need a 1:1 match of your own spending.

WHO RECEIVES THE MONEY

The employer, paid directly by JobsOhio in three milestone payments. JobsOhio's administrator is Guild.

WHO QUALIFIES
  • Facility where the worker is employed is in Ohio, in one of JobsOhio's 10 targeted industries
  • Participating W-2 workers paid at least $20 per hour
  • Workers are Ohio residents authorized to work permanently without sponsorship; new hires and current employees both qualify
  • Worker is in an approved program (46 CIP codes) or a registered apprenticeship in one of 30 approved occupations
  • Pays only for activity above your own three-year baseline of degree and apprenticeship completions
Before you start: Yes. You apply, JobsOhio approves, and you sign a legal agreement before claiming milestones.
HOW TO APPLY
  1. 1Gather company details, NAICS code and your three-year baseline of completions
  2. 2Complete the online application in one sitting through the JobsOhio Technician Path portal
  3. 3After approval and a signed agreement, enroll workers in an approved program
  4. 4Submit milestone requests with proof of progress and of your matching spend

Deadlines and windows: As of September 2026 the page shows an Apply Now link with no closing date. Payments are made while funding remains available. Milestones count only if reached on or after July 1, 2026.

Ohio tax credit for work-based learning employees (Senate Bill 166)

Lesser of $5,000 or 15% of wages per student
CLOSED UNTIL JAN 1, 2027
WHAT YOU GET

A tax credit certificate from the Ohio Department of Education and Workforce, covering an employee age 19 or younger enrolled in an approved career-tech pathway, including registered pre-apprenticeship and apprenticeship jobs.

HOW MUCH

Lesser of $5,000 per eligible employee or 15% of wages paid to that employee. Total funding is capped at $5 million per two-year state budget period.

WHO RECEIVES THE MONEY

The employer, as a nonrefundable credit against Ohio income tax. Pass-through entities qualify. It does not apply to the Commercial Activity Tax.

WHO QUALIFIES
  • Employer is an Ohio income taxpayer or pass-through entity
  • Employee is 19 or younger and enrolled in an approved career-technical education pathway
  • Work is part of a work-based learning experience tied to that pathway
  • Wages are subject to Ohio income tax withholding
Before you start: Yes. Apply for a certificate after the work year; the department issues it within 60 days of an approved application.
HOW TO APPLY
  1. 1Meet your career-tech partner and review the application
  2. 2Create an OHID and SAFE account and submit the application to the department
  3. 3If approved, receive the certificate and file it with your Ohio income tax return

Deadlines and windows: State law sets the application window as January 1 to February 1 each year. The 2026 window was January 1 to February 1, 2026, covering 2025 pay. The next window under the statute is January 1 to February 1, 2027.

WIOA OJT with a registered apprenticeship sponsor (local boards)

Up to 50% of wages, 75% in documented cases
THROUGH YOUR LOCAL BOARD
WHAT YOU GET

Reimbursement of part of an apprentice's wages during the training period, if the board approves the contract and the apprentice is WIOA eligible.

HOW MUCH

Federal rule: typically up to 50% of the wage rate, up to 75% in limited cases the board documents. Boards set their own caps.

WHO RECEIVES THE MONEY

The employer or apprenticeship sponsor, as wage reimbursement under a board contract.

WHO QUALIFIES
  • Apprentice must be WIOA eligible and approved by the board
  • Contract is with the employer or the registered apprenticeship sponsor
  • Board policy and funding decide whether it uses OJT for apprentices
