Ohio Incumbent Worker Training: How to Get Reimbursed for Upskilling

Ohio lets local workforce boards pay part of the cost of training your current employees under WIOA. You pay a share: at least 10% if you have 50 or fewer employees, 25% for 51 to 100, and 50% for more than 100, and boards can require more. Ohio's TechCred also reimburses up to $1,000 per credential for current or new W-2 employees. Each board writes its own IWT rules, so rates, caps and wage floors differ by county.

WHAT YOU GET

Part of the cost of training your current employees. The employer pays a non-federal share, in cash or in-kind.

HOW MUCH

Employer share is at least 10% for 50 or fewer employees, 25% for 51 to 100, and 50% for more than 100. Local boards may require more. Trainee wages cannot be paid with IWT funds.

WHO RECEIVES THE MONEY

Usually the training provider, paid by the board under a three-party contract. Employers may instead be reimbursed for actual training costs against an approved plan.

WHO QUALIFIES
  • Workers must have been employed by you for at least six months (a cohort needs a majority that meet this)
  • Training must be skill attainment, leading to credentials or recognized skills
  • Employer cannot be debarred, owe Ohio taxes 6 months or more past due, or have laid off the same job to fill it with the trainee
  • Boards must give priority to private-sector businesses; each board adds its own wage and sector rules

Deadlines and windows: No statewide window. IWT is limited by each board's budget. Federal rules let a local area spend up to 20% of its Adult and Dislocated Worker funds on IWT. Trumbull County says funding may not be available year-round.

WHAT YOU GET

Reimbursement of tuition, lab fees, manuals, textbooks and certification costs for short, technology-focused credentials, for current or prospective W-2 employees.

HOW MUCH

Up to $1,000 per person, per credential, and up to $30,000 per application period. Wages, travel and hardware are not eligible.

WHO RECEIVES THE MONEY

The employer, as a reimbursement after the employee earns the credential. The employer pays the training provider first.

WHO QUALIFIES
  • Ohio employer registered with the Secretary of State, with a physical, non-residential location in Ohio
  • Ohio-resident W-2 employees reported to Ohio Unemployment Insurance; employer withholds Ohio income tax
  • Public entities, including state agencies, local governments and public schools and colleges, are not eligible
  • Credential must be on the approved list, technology-focused, short-term and from an eligible training provider
  • One application per employer (per FEIN) per application period
Before you start: Yes. You apply during an application window and sign a grant agreement. Training or costs before the award are at your own risk.
HOW TO APPLY

  3. 3After award and a signed grant agreement, train employees and pay the provider
  4. 4Submit a reimbursement request with the certificate, itemized invoice and proof of payment

Deadlines and windows: The application window runs from 9:00 a.m. on October 1, 2026 to 3:00 p.m. on October 30, 2026. The state says to allow up to 90 days after closing for decisions. Training must be finished within 12 months of the award date.

Employer share rises to 75% for 251 to 500 employees; end wage of trained workers must reach at least $17.50 an hour.

Who counts as an incumbent worker in Ohio?
