Virginia Apprenticeship Tax Credits and Employer Incentives Explained

Virginia has no ongoing state cash incentive for every Registered Apprenticeship sponsor. It runs one-time grant rounds through Virginia Works, and as of September 2026 both are closed: the HIRED Apprenticeship Fund ($3,500 per apprentice, up to two apprentices) and the Apprenticeship Pathways Program (up to $40,000 for youth and pre-apprenticeship). Local workforce boards can also pay part of an apprentice's wages through WIOA on-the-job training contracts. The state worker training tax credit that mostly went to apprenticeship sponsors ended for tax years starting on or after July 1, 2025.

HIRED Apprenticeship Fund (round 3, SAEF grant)

Up to $7,000 per employer

WHAT YOU GET

Reimbursement of Registered Apprenticeship training costs and supportive services for up to two apprentices.

HOW MUCH

$3,500 per apprentice, maximum request $7,000. No matching funds required. The page banner still shows an older $4,000 plus $2,000 figure; the round table and FAQ say $3,500.

WHO RECEIVES THE MONEY

The employer or sponsor, as reimbursement of training costs. Funds cannot pay apprentice wages.

WHO QUALIFIES
  • Employer in a high-demand sector such as education, IT, care economy, service trades, manufacturing, maintenance and repair
  • Apprentices must be employed by the sponsor
  • Up to 2 apprentices per applicant
  • Equipment of $10,000 or more per unit is not allowed

Apprenticeship Pathways Program (youth and pre-apprenticeship)

Up to $40,000 per employer

Reimbursement of instructor time and wages and training materials for a pre-apprenticeship or youth apprenticeship program.

HOW MUCH

Up to $40,000 per employer from a $500,000 pool. No administrative costs and no apprentice wages.

WHO RECEIVES THE MONEY

The employer, as reimbursement of training-related costs. Apprentices must be paid by the employer.

WHO QUALIFIES
  • Employer headquartered and operating in Virginia in a high-demand sector
  • Register and complete up to 10 pre-apprentices or youth apprentices
  • Completers must move into a Registered Apprenticeship program

WIOA on-the-job training contract for Registered Apprentices (local workforce boards)

50% of wages, 75% in documented cases
THROUGH YOUR LOCAL BOARD
WHAT YOU GET

A share of wages during the OJT period. Related classroom instruction can be paid separately by the board through an Individual Training Account.

HOW MUCH

Typically 50% of the apprentice's wage rate. The state or the local board may go to 75% after documenting factors such as small employer size or barriers to employment.

WHO RECEIVES THE MONEY

The apprenticeship sponsor, usually the employer, by reimbursement of a percentage of the apprentice's wages.

WHO QUALIFIES
  • The apprentice must be WIOA eligible and enrolled by the board
  • Employer must hold workers' compensation coverage and a federal EIN
  • Employer must not have a pattern of failing to keep past OJT trainees

Is there a Virginia tax credit for apprenticeship sponsors?

The Worker Training Tax Credit covered apprenticeship training costs, but the Code of Virginia limits it to tax years beginning before July 1, 2025. The Virginia Tax web page still describes it without that end date. Check with Virginia Tax before claiming.
