Virginia Incumbent Worker Training: How to Get Reimbursed for Upskilling

Virginia pays for incumbent worker training through local workforce boards using WIOA funds under a state policy. The board reimburses training costs for current employees, and you pay a share: at least 10% if you have 50 or fewer employees, 25% for 51 to 100, and 50% above 100. Wages paid during training can count toward your share. Separately, VJIP can fund retraining at companies that are investing in new technology, and a state Maritime and Nuclear Accelerator (up to 80%, $100,000 cap) closed in 2026.

Virginia Jobs Investment Program, Workforce Retraining Program

Customized grant per retrained employee

Funding for each existing full-time employee retrained, from a customized budget approved in advance.

HOW MUCH

Customized per project. VEDP does not publish a per-employee rate.

WHO RECEIVES THE MONEY

The company, as a cash grant reimbursed after retraining is complete.

WHO QUALIFIES
  • Integrating new technology, a changed product line, or a substantially changed service process
  • Small business: retrain at least 5 full-time jobs and invest at least $100,000 within 12 months
  • Larger companies must meet higher thresholds; confirm with VEDP
  • Wait three years after a retraining reimbursement to apply again
Before you start: Yes. Budget and proposal are approved before the project.

Is there a federal rule behind this?

Yes. Federal rules require employers in incumbent worker training to pay the non-federal share, set by company size under WIOA section 134(d)(4).
