Maryland Incumbent Worker Training: How to Get Reimbursed for Upskilling

Maryland's main incumbent worker program for employers is the Partnership for Workforce Quality at the Department of Commerce. It reimburses up to 50% of qualified training costs, with a $10,000 minimum award and a $200,000 yearly cap, for manufacturing and technology employers with at least ten full-time employees. The Maryland Business Works program, run by MD Labor, is described as not accepting applications on an undated state page, so check before you plan around it. Local boards such as Frederick and Prince George's also fund incumbent worker training.

Maryland Business Works (MD Labor)

A 50% reimbursement of approved training costs: you pay 100% and the state repays half.

HOW MUCH

Policy caps: $4,500 per trainee and $40,000 per employer per program year. These come from the 2016 policy; a later change is not confirmed.

WHO RECEIVES THE MONEY

The employer, by reimbursement after training is complete and paid.

WHO QUALIFIES
  • Funds are targeted to businesses with 250 employees or fewer providing in-demand products or services
  • Trainees must be full-time, benefit-eligible employees with at least six months with you
  • No retroactive funding; training must start within 45 days of approval
Before you start: Yes. Apply and receive a grant award before training.

Can I get PWQ and a local board grant for the same training?

Not for the same cost. Ask both agencies before you start. MD Labor's apprenticeship policy states the general rule that one cost may be covered once.
