Texas Incumbent Worker Training: How to Get Reimbursed for Upskilling

Texas funds training for current employees mainly through Upskill Texas (large employers, $150,000 to $500,000 projects, 50% employer match), Skills for Small Business (under 100 employees, $1,000 per current worker, paid through a public college), and some local boards' WIOA incumbent worker programs. The Skills Development Fund also covers upgrading existing workers through a college or board partner.

Grant funds for technical training of current employees.

HOW MUCH

Projects of $150,000 to $500,000. Up to $3,000 per trainee. You match 50%, which can include trainee wages and benefits.

WHO RECEIVES THE MONEY

The employer, or a designee you appoint (college, third-party trainer or local board).

WHO QUALIFIES
  • Private business with 100 or more employees in Texas
  • Training must be 100 percent technical
  • Employees with six months or more of service; most of a training group must meet that
  • Expanding, retooling, new lines or restructuring that could avert layoffs

Skills for Small Business

$1,000 per current employee

Courses for new and current full-time employees, chosen by you from a public college's catalog.

HOW MUCH

$2,000 per new employee and $1,000 per incumbent employee. Up to $2 million available statewide.

WHO RECEIVES THE MONEY

A public community or technical college, which delivers the training. The employer gets training, not cash.

WHO QUALIFIES
  • Fewer than 100 employees
  • Full-time employees; owners and managers may qualify depending on duties
  • Training only from a public community or technical college
  • Pay the prevailing wage in your local labor market

Offers incumbent worker training to avoid layoffs. Its own page lists Skills for Small Business at up to $1,800 per new hire and $900 per incumbent worker. Use TWC's official figures ($2,000 and $1,000); ask this board if it applies a lower local cap.
